Apple does not refund any money on App Store purchases, of course this comes with very little surprise, after all Apple does not offer refunds for music or movies that are purchased.
For the most part its kind of buyer beware, overall its not bad considering most applications are inexpensive. However I do think there should be a way to demo or test an app before committing to a purchase, something similar to a 30 day trial that is common with desktop software.
The one big drawback I can see with this setup is with apps that are in the App Store and then removed, namely NetShare. An unsuspecting person could pay for it, download it and then be stuck with something they cannot use.
Apple will not issue a refund though, and according to an Apple representative from 1-800-MY-IPHONE, if you want a refund you will have to try and contact the developer directly. Of course, I would not expect that to work, especially considering that the developer only received 70% of the cost and would have to refund 100%.
I would imagine that the best you could hope for would be an understanding developer and a 70% refund, but all things considered that is a lot to hope for, because after all Apple did approve the app for sale in the first place.
Best advise, use your best judgment when downloading new (paid) apps, and also make sure you pick ones that you are actually going to use and get your moneys worth.

I recently accidently purchased a CD on iTunes. I emailed them about it by reporting a problem through iTunes. Within two days they credited my account with the $9.99. They seem to be fair so hopefully an accidental app purchase would be handled similarly.
