As the post title mentions, the Dev-Team has released an updated version of PwnageTool. The latest version of PwnageTool is 3.1.5 and it will work on firmware 3.1.3. But now for a bit of bad news, PwnageTool 3.1.5 is available (as of this posting) only for Mac OS X.
Getting back to the good news, PwnageTool 3.1.5 will still allow you to create a custom firmware, which means you can still jailbreak and later unlock with ultrasn0w.
I guess the bottom line here is that if you are in need of (or just prefer) to have a jailbroken or unlocked iPhone and are still on 3.1.2 you should just stick with what you have. That said, if you feel the need to have 3.1.3 and are willing to risk not being able to jailbreak or unlock, at least make sure you read and re-read the directions on the Dev-Team website before you begin.
