Those that jailbreak do so with the knowledge that they may have difficulty upgrading immediately after Apple offers an update, and that is the case with OS 3.1.3.
This post is dealing with redsn0w, and it has been noted that it is able to jailbreak OS 3.1.3 — but not on every device.
According to the post over on the Dev-Team blog, those with an iPhone, iPhone 3G or first generation iPod touch are good to go.
But here is the important part — if you have a newer (second or third generation) iPod touch or an iPhone 3GS you need to hold off on updating to 3.1.3 because redsn0w is not currently able to re-jailbreak those devices.
